Our country not protecting us.

Why is Russia preparing ALL Their people for Nuclear war? They have enough bunkers and shelters to keep all several million people safe. Why isn't our country doing the same for all of us NOT doing this too? We destabilized the mideast, we have been in WW3 for several years but our country is keeping this a secret. Maybe because they are not planning to keep us safe. We need to talk to our congressmen.
